Below is a message from IRCC regarding a change in the In-Canada refugee sponsorship process.
Re: Message to External Stakeholders on the Implementation of the Resettlement Operations Centre – Ottawa
The functions of the Centralized Processing Offices in Winnipeg and Vancouver (CPO-W and CPO-V) as well as the Matching Centre (MC) in Ottawa are being merged into the new Resettlement Operations Centre – Ottawa (ROC-O) as of April 1, 2017.
Various organizational changes took place leading up to the creation of ROCO. In April 2012, the intake and in-Canada processing of Privately Sponsored Refugee (PSR) sponsorship applications was centralized at CPO-W to improve inventory management, program integrity and quality control of applications. The CPO-V was temporarily created in 2016 to support the Syrian refugee initiative.
Additionally, in September 2016, the Resettlement Operations Division (ROD) was created within International Network to integrate the resettlement network in one single division. One of the main goals of this change was to streamline resettlement operations and to create as much flexibility in the structure as possible.
To ensure program delivery and to better integrate the responsibilities of the new division, ROD will now amalgamate the functions of the Case Processing Offices in Winnipeg and Vancouver as well as those of the Matching Centre in Ottawa in the newly created ROC-O.
Effective April 1, 2017, all new PSR sponsorship application will be managed at ROC-O at the following coordinates:

The following CPO-W, MC and pre-NAT mailboxes will cease to exist as of April 1, 2017: CPOW-BTCW at cic.gc.ca<mailto:CPOW-BTCW at cic.gc.ca>, Matching-Centre at cic.gc.ca<mailto:Matching-Centre at cic.gc.ca>, and IRCC.IR-Pre-NAT-Pre-TPA-RI.IRCC at cic.gc.ca<mailto:IRCC.IR-Pre-NAT-Pre-TPA-RI.IRCC at cic.gc.ca>.
All PSR sponsorship applications received by mail or email at CPO-W will be forwarded to ROCO by March 31, 2017 for processing. This procedure will continue for any applications received at CPO-W until April 18, 2017.
After April 18, 2017, applications received at CPO-W will be returned to clients by IRCC Winnipeg as undeliverable. For these applications, the “lock-in/received” date will be the date the application is received at ROC-O (not at CPO-W).
As of April 1, 2017, ROC-O will be responsible for the following areas:
· Receiving and assessing all PSR sponsorship applications, which includes Sponsorship Agreement Holders (SAH), Groups of Five (G5), and Community Sponsors (CS).
· Monitoring the limits of SAH caps under the global PSR cap in conjunction with the SAH Secretariat;
· Creating Quebec-destined cases in the Global Case Management System (GCMS) for missions to process;
· Responding to enquiries on case-specific follow-up requests for any files approved in Canada.
· Processing sponsorship applications for public policy programs;
· Assessing and processing sponsorship withdrawals;
· Processing Add Dependent forms;
· Determining final destinations for GAR cases, including issuing the Destination Matching Request (DMR);
· Issuing the pre-Notification of Arrival Transmission (NAT);
· Issuing the NAT for GAR and PSR cases;
· Processing Visa-Office Referred (VOR), Blended Visa-Office Referred (BVOR), and Joint Assistance Sponsorship (JAS) sponsorship applications;
· Managing the BVOR and JAS matching process with sponsors, local offices and the Refugee Sponsorship Training Program (RSTP); and
· Maintaining the JAS/VOR/BVOR website and coordinating matches with sponsors and local IRCC offices.
Local IRCC offices are responsible for:
· Monitoring sponsors and sponsored refugees;
· Providing assistance in finding a sponsor for in-Canada JAS cases;
· Mediating between the sponsor and client in cases of sponsorship breakdown/default;
· Issuing Interim Federal Health Program (IFHP) coverage as per existing local office procedures and in accordance with the procedures outlined in the IR IFHP Chapter;
· Issuing in-Canada immigration loans;
· Managing post-arrival issues within their area of responsibility;
· Providing Notification of Arrival Transmission (NAT) information to Sponsorship Agreement Holders (SAHs), Groups of Five (G5) and Community Sponsors (CS), that were received prior to April 2, 2012;
· Initiating RAP income support for VOR/BVOR cases as per OB 512.
