[PSRList] Child Tax Benefit (CTB) & Financial Support to Newcomers

We would like to provide clarification on the financial support provided to newcomers who have started to receive Child Tax Benefit (CTB) cheques.
Some sponsoring groups have "scaled back" the monthly income support they provide to newcomers because of the CTB, seeing the CTB as additional income.
However, Immigration, Refugees and Citizenship Canada (IRCC) has confirmed that sponsors should not reduce income support to account for CTB. As of 2010, neither the Resettlement Assistance Program (RAP) funding nor provincial social assistance programs "clawback" (reduce retroactively) monthly support payments once a family starts to receive CTB. Thus, sponsors providing at least the equivalent to social assistance (as outlined in the Sponsorship Cost Table) should operate according to these guidelines.
