Hi Marc,
Check out this compilation of dental resources for resettled refugees at
the RSTP website:

Children are covered (not through IFH) but through other
provincial/municipal programs. It's a bit trickier with adults, but you can
find some resources in the link above.
IFH dental coverage is for emergency treatments. The refugee my group
sponsored a year ago needed dental work, and we actually found a dental
clinic that was willing to accept IFH but IFH covered only the extraction
of the tooth.
